The article is about transformations of Russian agrochemical market and fluctuations of its productions delivery to domestic market. Describes a very arduous situation in agriculture which became to be problematical after beginning to use in our country the principles market economy. As a result the government had reduced the agrarian sector financing and landowners lost the possibility to buy the sufficient amounts of fertilizers.

The lack of an officially accepted concept of game management development in Russia under conditions of market economy delays the adoption of the Law on Hunting and Game Management during a long period of time, and causes a number of significant mistakes and errors in an administrative regulation of this branch. The necessity of focusing mainly on the ecosystem approach as a base matrix of game management development both in the form of intensive hunting grounds and in the form of traditional nature management within vast territories intended for a global ecological balance conservation is substantiated in this paper.

ABOUT RECURRENCE OF NATURAL PROCESSES

Some weather and hydrological events are characterized by cyclic recurrence. It is largely conditioned on cycles of solar activity influencing on a state of lower atmospheric layers, a forming of atmospheric vortexes and anticyclones. Analysis of the facts of solar activity (Wolf number), recurrence of floods, cycles of lowflow periods, recurrence of droughts indicates an existence of the solar activity’s predominantly tenyear cycle and tendency to recurrence of weather events at certain periods of seasons in 10 years and at the most similar recurrence of anomalous divergence in 30 years bounded up with solar activity’s tenyear cycle.

The results of relict steppes and foreststeppes researching are represented in the floristic and faunistic variety. There revealed new, rare and disappearing species, which are recommended to the including into the Red Data Books of Russia and Ulyanovsk area; speciesmarkers of cenoses; SPNT (Special Protected Natural Territories) are represented too. The floristic and faunistic variety of regions been under the strong anthropogenic pressure are especially interesting to be observed.

According to the international norms and requirements in circulation with solid household wastes (SHW), ranges on time accommodation (till 12 years) or on the dumping SHW on a constant basis should be equipped by modern systems of clearing constructions. In work as authors general characteristics of existing systems of processing and processing of a filtrate on an example of range SHW «Khmet’evo» are shown in comparison (not on all ranges SHW they are) and general characteristics of ffers on their modernization with a view of maintenance of minimization of influence of toxic waters on an environment.
