The Article is a text of report made on VI AllRussian Congress of Geologists (Moscow, 2729 October 2008). The adaptation process of the Russian Geological Service for the market conditions from 2001 was switched for destruction for the sake of achievement of tactical indicators of a state sector minimization in geological industry. Negative processes have led to a systematical crisis, which is to close to the point of no return and in some areas – already behind it. Practically destroyed system of geological service could be reconstructed only by systematical measures with a longterm implementation period targeted for a perspective.

In article the criticism of some date given official bodies and concerning comparisons nature resources (water resources) use the Russian economy with other countries contains. The short methodology of corresponding calculations, which are based on enough reliable and responsible sources, is simultaneously resulted. Also there are some statistical and analytical information.

ABOUT ACTUAL ROLE OF LAKE BAIKAL IN WORLD BALANCE OF FRESH WATER

The article shows the fallacy of widespread perception that in Lake Baikal is concentrated 20% of the world’s fresh water or 90% of Russian fresh water. In fact, the share of Lake accounts for about 20% water, only the freshwater lakes in the world, or 90% of fresh water lakes in Russia. As for the overall world’s freshwater supply, which in all groups of aquatic resources, they are estimated at more than 420 thousand km3, and the share of Lake Baikal from this amount is less than 5.5%.

RESULTS OF IMPLEMENTATION OF ACTIVITIES FEDERAL TARGET PROGRAMM «PRESERVATION AND RESTORATION OF SOIL FERTILITY OF AGRICULTURAL LAND AND AS A NATIONAL ASSET AGROLANDSCAPES RUSSIA FOR 2006-2010 AND FOR THE PERIOD BEFORE 2012» IN 2008

The brief analytical review of Ministry of Agriculture of Russia is presented on implementation in 2008 of the federal having a special target program «Maintenance and renewal of fertility of soils of earths of the agricultural setting and agrolandscapes (agrolandshafts) as national property of Russia on 2006-2010 and on a period to 2012 years». This program is containing key measures on directions of capital investments, R&D, information on adjustment and financial providing of measures, implementation of having a special purpose indicators and indexes, basic results of realization in 2008.

In article offers on development of methodological approaches to an estimation of market cost of an exhaustion of wood resources are considered. Methods of estimation on the basis of the rent approach and calculation of the capitalized added cost are resulted. Settlement operations of calculation of the added cost are defined.

The lack of an officially accepted concept of game management development in Russia under conditions of market economy delays the adoption of the Law on Hunting and Game Management during a long period of time, and causes a number of significant mistakes and errors in an administrative regulation of this branch. The necessity of focusing mainly on the ecosystem approach as a base matrix of game management development both in the form of intensive hunting grounds and in the form of traditional nature management within vast territories intended for a global ecological balance conservation is substantiated in this paper.

REGIONAL RED BOOK OF SOILS: SEARCHING FOR SOIL STANDARD ON SPECIFICALLY PROTECTED TERRITORY

For making the Red Book of soils in Chelyabinsk area the work on creation account cards of important soil objects in the museumpreserve “Arkaim” is finished now. Offered 16 areas are contributed in preparing Cadastre of the Red Book of soils (Russia). On the 7 areas specialized palaeosoils study are carried out. Soils of these areas present high value as “soils of the key sites for the research institutions” and “soils of archaeological object”.

SOME PROBLEMS OF ECOLOGICAL REGULATION IN NATURAL RESOURCES MANAGEMENT

Normalization and evaluation of the quality of the components of the environment on chemical indicators do not take into account the regional characteristics of natural water catchments. Modern approaches to environmental regulation impacts on water bodies should be reviewed on a number of reasons, including because of the fact that most of the sources of pollution fall under the various restrictions that exclude the possibility of using the methods of calculation that leads to the subjectivity and variability in the normalization.

RENEWAL RESOURCE POTENTIAL OF ECOREGION

The new integrated indicator for biological ecosystem resources estimation – renewal resource potential (RRP), developed on the basis of theoretical views of functional ecology, is considered in the article. The RRP map of Oka basin reflecting a current state of ecosystems, and a map of ideal conditions under the removal of anthropogenous load were made on the basis of region thematic maps (topographical, soil, geobotanical, maps of grounds).

Any increase of an energy potential is a survival, independence and prosperity of each nation (community) in the system of chaotic globalization. But the Mantra of global cooperation not always is the Mantra of the separate nation. India uses all possibilities for reception of additional energy sources. It has been widely shown at the last conference and exhibition «Petrotech2009 ». India assumes to increase power consumption to 400.000 MW in 2030 against 130.000 MW in 2008 at the expense of all sources.
