In this article are presented generalized data of the State monitoring of a condition of bowels on prognoses and to operational resources, extraction and use of underground waters, their condition in areas of intensive extraction for population water supply, and also quality of underground waters and negative antropogenios influence on federal districts and subjects of the Russian Federation.

In the article analysis of administrations offers of subjects of Russian Federation was done. These offers are included improvements of a condition of a water economic complex of the country for the Water strategy of the Russian Federation. The project of this strategy is developing now by Ministry for Protection of the Environment and Natural Resources of the Russian Federation.

The article gives an appraisal to the main contradictions within WTO negotiation process on trade in environmental goods and services, with the emphasis to water sector. Possible consequences of joining WTO for Russian water sector are described. The estimation of national water legislation process in view of possible Russian membership in WTO is given.

WATER STRATEGY OF AGRICULTURE OF RUSSIA FOR THE PERIOD TILL 2020

Substantive provisions of Water strategy of agro-industrial complex of Russia are systematized. There are presented principles, purposes, problems, target indicators of development of a melioration and economic complex of the country. The system of actions for priority directions of development and mechanisms of realization of Water strategy of agrarian and industrial complex of Russia for the period till 2020 is developed.

Protective wood cultivation the short historical analysis of development is presented to Russia. There are considered the basic problems of creation of protective wood strips in the country.

BIOGEOCHEMICAL ROTATION OF SUBSTANCES IN TAIGA COMPLEXES WITH DIFFERENT REGIMES OF NATURE MANAGEMENT

Investigations were carried out within 1997-2008 in the middle reaches of the Vyatka river. In the ecosystems ranged within the regime of a flooded valley the reserves of phyto-and zoomass were estimated. In a biomass, precipitation and soil such chemical elements as N, P, Ca, Mg, Hg, Cd, As, Pb, Mn, Cu, Zn, Sr, Cs were revealed. During the process of a biogenous migration of chemical elements bioindicators were found out, the coefficients of accumulation as to food chain were determined. The results characterize the status of ecosystems of the north-east of the Volga river basin and orient to a restoring, complex nature management in Russia.

ABOUT FEATURES OF THE ATMOSPHERIC PRECIPITATION IN THE TERRITORY OF THE RUSSIAN FEDERATION IN 2008

The information on a condition of an atmospheric precipitation in the Russian Federation and its regions in 2008 as a whole and on seasons, data about anomalies and the extreme phenomena is given. All resulted estimations are received on the basis of the given hydrometeorological supervision at stations of the state observant network of Federal Hydrometereology and Environmental Monitoring Service (Rosgidromet). For the characteristic of an atmospheric precipitation time numbers for long enough period of time which are coming to an end 2008 are resulted.

Authors are suggesting the use of integral criteria to determine the ability of living organisms under impact of environment. For experimental definition of this parameter the spectroscopic technique of attenuated total refraction (ATR) of polarized light in the IR-region was used. Received results testify the use of given criteria.
