NATURAL MANAGEMENT, ENVIRONMENTAL PROTECTION AND SYSTEM OF NATIONAL ACCOUNTS

In article theoretical and organizational questions of System of Integrated Environmental and Economic Accounting, SEEA as part of SNA are considered. It is in detail analyzed the international gathering of the macrostatistical data, operating in OECD and Eurosat, are investigated separate accounts (tables), the basic aggregates and indicators, and also interrelations between them. Some problems and difficulties of SEEA are considered.

ENDOGENOUS ACTIVITY OF THE EARTH AND ITS COMMUNICATION WITH SOLAR AND GEOMAGNETIC ACTIVITY

The statistical analysis for last 300 years has allowed to establish existence of the general century cycle of endogenous activity of the Earth, shown in seismicity and volcanism variations and sharing on three private periods, approximately in 33 years. Significant positive correlation between geomagnetic activity (aaindex) and number of all earthquakes and number of active volcanoes and negative correlation of these parameters with solar activity is ascertained. For the first time spatial position of the absolute center of endogenous activity of the Earth is statistically made clear. On a quantitative basis position migration on the Earth of the maximum endogenous activity of the Earth throughout the XX century from northern hemisphere in the southern is established.

HYDROCHEMICAL STABILITY OF RIVER ECOSYSTEMS IN THE CONDITIONS OF REGULATION OF THE FLOW AND TECHNOGENIC TRANSFORMATION OF ENVIRONMENT

The analysis of a natural conditions and anthropogenic factors of formation of an ecological and hydrochemical situation in the rivers of the upper part of Ural’s river basin is carried out. Transference of polluting substances partially occurs in the conditions of the complicated water exchange at regulation of the river’s flow. The carrying out researches confirms nonuniformity of concentration of heavy metals in river water during various seasons of the year, mainly was conditioned by distinctions in indicators of a river’s flow. Duration and intensity of technogenic influence has led to considerable easing of parameters of stability of river systems.

THE IMPORTANCE OF CADASTRE INFORMATION QUALITY AND ITS DEVELOPMENT IN PRESENT RUSSIA

Based on comparative analysis the importance of USSR cadastre and its change in current conditions are determined. The ways of improving the structure and content of cadastral information are showed. The necessity of addition environmental data in the real estate cadastre is justified.

The subject of consideration of article is anthropogenous influence on a climate. It is noticed that Kyoto measures on stabilization of «green» gases concentration have shown the inconsistency. During too time of technology change of parameters of the climatic system, united by the term «climate engineering, give the chance to prevent potential catastrophic consequences of global warming and to allow mankind to adapt world economy for new calls.

PROVIDER FEATURES OF PROTECTED AREAS

Provider function of protected areas have been analyzed on the decision of the 5th World Congress on protected areas. A detailed classification of these features and considerations of quantitative indicators have been proposed. Proportion of provider function and ecosystem services have been considered. The suggestions for further development of the provider’s functions and their inclusion in the inventory estimates of protected areas have been given.

CARTOGRAPHIC EXPERTISE OF LEGAL DOCUMENTS IN THE ENVIRONMENTAL FIELD

The article describes approaches to cartographic expertise of geographical concepts in normative and legal acts. The possible combinations of spatial relationships of objects of protection and regulation obtained and analyzed at a conceptual level. The mapping of specific objects of protection and regulation in the Kirov region performed. The article gives recommendations for improving the mechanisms and practices of environmental protection according to the results of cartographic examination of legal documents.

The article is devoted to the scientific activities of «the forgotten scientific innovator» S.A. Podolinsky, whom V.I. Vernadsky considered to be one of his predecessors in the development of the teaching about living material, biosphere and his evolution into noosphere. V.I. Vernadsky ranked his scientific achievements equally with the works by R. Mayer, W. Thompson and G. Helmholz. S.A. Podolinsky laid the corner stone of the new labor theory as economic, naturalhistorical and ethical category and showed that human labor is capable of retaining the solar energy on the earth’s surface and making it act for a longer period.

QUALITY OF WATERS OF THE RIVER THE CUPID

In article pollution of the Amur river by hlorfenols and other substances of anthropogenous genesis is considered, There was done the analysis of dependence of occurrence of a “chemical” smell at water with the maintenance hlorfenols. The role of effective monitoring of quality of water in elimination of the reasons of pollution is shown.
